Rodrigo blinked. He had no idea as to the answer, this was a completely different culture. Should he hazard a guess? If he did he might look stupid if he was wrong. ...or he could look brave for even trying. Yes, surely it would be the latter. His hand shot up.
"Well, I know little about Rokugan, but in Merenae the head of a noble family sets the laws within their domain so long as they do not conflict with crown law. ...well, at least they used to. ...is that at all similar?"

After drying himself off with the paper towel, Koshiro took out a notebook and began taking down notes. He had no proper clan to speak of, so he simply listened and wrote. After all, this truly was an introduction to law for him.

Yoshi stared like a deer caught in the headlights of an oncoming bus. He almost instantly regretted picking this class.
"Oh. Who makes the laws? Like. The.....people at the top?...Im...not sure" he said defeated by the question, but thats the point of taking a class. To learn. So he sat back down, embarassed.

Fuyu sighs at Yoshi then nods. "Ah yes Traditional law is important for many clans. And yes Rodrigo-san. Clan Champions and Daiymo can both also establish law. There are two more main sources and they are strange. One important to the Dragon and Phoenix and One Important to the Dragon and Crane."

The other Yoshi in the class looks up from two pairs of notes with a thoughtful but utterly lost expression. He's a Dragon, he should know at least one, if both pertained to his clan, but he was coming up empty. He reads the notes over, trying to figure out what was missing.
"Are you talking about... laws that come from nature, Doji-sensei?" Yoshi raises his hand and ventures. "Like, the law of gravity...?" He is pretty sure this sounds stupid, but he is also certain that he would've looked just as stupid for being a Dragon and not answering anything.

Fuyuko frowns. "Sadly no Dragon-san. Those comprise simple limitations. There is no law against this one turning into a Dragon, turning the sky into pudding and drinking it all, it is simply beyond this ones capabilities." she says before turning back to the board. "For now." Was she joking? She had to be joking but her quiet monotone voice was so serious.
"Instead let me give you some hints as to the three methods still available. Yes the Dragon and Phoenix are most concerned with one, but with their acquisition of the Order of the Pincer the crab must also pay attention to this authority now. Quiet, unassuming, out of the way. Bai had entered the class room before the lesson began, setting up shop. As was usual for him, he focuses almost all of his attention on taking notes, perhaps to an excessive degree. This wasn't something he knew that much of, at least no more than most people did.
