That and, even though Kakita Tsuki's father, Kakita Meta, has apparently been publicly stating there isn't a blood feud, Mirumoto Aiko-sensei," the last is said with a bit of disrespect in his tone, "believes that coming out on her part will only drive the guilty parties underground. Plus there's complications like if she comes out now, it makes the Dragon look like cowards since the historical record has her calling the blood feud against Kakita-san's father to begin with and then all the lives that have been lost without anyone to name as guilty for what happened."

"As pragmatic as that approach is, it is also one that will take too long and claim more lives," she says, agreeing with the young Mirumoto. The whole thing was far above Hisui's head, and it gave her a headache just contemplating it. "The longer this goes on, the more difficult it becomes to stop. And if no one is actively looking into the matter, all the waiting is pointless."
"Since whoever is profiting from this is hidden, perched like a sniper, we have two choices. Be pinned down or bait him out."

"It gets better," he offered with a bit of sarcasm.
"If my conversation with Kakita Tsuki-san is accurate, there's no media record of either of our Champions stating there is no blood feud nor of her father stating there isn't one despite her claims that he has."

"So, we are dealing with people who can manufacture a blood feud, hide the fact that very public personalities have spoken against it, and have somehow remained hidden?" she asks, sounding angrier with every detail. Yet somehow, she manages not to show this physically. "And no one you've met has any clue who this might be?"
She closes her eyes in thought.
"I'm almost tempted to suggest something that no one involved would agree to."

"Bring Kakita Meta here," she says, rubbing her temples. "Build up his arrival weeks ahead of time. Rumors, word of mouth, Miya Heralds. Tell the Empire the Thunders who started this feud are going to end it right here. See what comes out of the woodwork."

"That's... better than what I came up with," he offers a bit sheepishly. "Though it still doesn't give us a reason why this has happened or how to prevent it from happening again any time soon."

"If any plan makes those responsible come out, let the Magistrates wring it out of them," Hisui offers, trusting in the law. Given the company she keeps, it was an easy mindset to have. "But I imagine the motive and methods will vary based on who is the cause. Someone trying to keep the Clans from being too friendly would use different means than someone who wants to ruin the Mirumoto and Kakita."
"Incidentally, what was your plan, Mirumoto-san?"

He paused a moment then cleared his throat at the awkwardness of having to admit this, so he looked down a bit with a bit of shame. It was a plan that was likely to infuriate both Fuyuko and Aiko if they were to catch wind of it.
"Well, Kakita-san nearly ended up challenging me because of something that happened..." A pause and a deep breath, "for which I apologized but then it dawned on me that a duel, if it were important enough, could draw out the culprit."
Another pause, then under his breath.
"Even if the duel is... staged..."
He let that sink in a moment before offering, "Kakita-san is willing to go through with it if we must, but neither of us feel particularly... pleased... with the idea."

"A sound plan that hinges on a crucial flaw is not a sound plan," she says, instructional but not overly critical. "But the crucial flaw here isn't the duel itself, but the participants. If the plan will use Kakita Tsuki-san, it would only have sufficient weight if the opponent was one of Mirumoto Aiko-sensei's children."
"But your plan isn't that dissimilar from mine. I merely choose to put the weight of the issue on the Thunders, relying on their fame and renown to make sure no one can quiet word of their meeting. The appearance of a confrontation is more important than having an actual confrontation, staged or not."
She bites her lip. It was a pragmatic plan. One with a decent chance of success. Just one that she knew her best friend would reject. And, if she was being honest, so would her girlfriend.
